My theory is that Seira is Sara's daughter, which is why they look so similar.

That isn't true. A mermaid can't give birth from what I know (They have tails) and Sara said in episode 2 in Pure that Seira is her Successor, and that Seira was about to be born. Born from that Orange shell bed in the India Ocean; and I don't know how Sara and Seira look a like. Seira is and looks much younger than Sara.
