You obviously don't know many Japanese artists. In every music market there are artists that aim to be 'sexy'. Koda Kumi, Maki Goto, and a shitton more. Even groups like AKB48, even if they do all school girl looks their photoshoots can be provocative. And another thing, there aren't many decent Japanese girl groups that can rival Korea's SNSD-- Only solo Japanese artists are decent. The only thing going for JPop is the Japanese boy groups.
