I've seen other youtube vids like this and in the other vids, it turned out usually female budgies would empty out boxes like this because they'd want to lay eggs in them.

When I first saw the scraps of tissues, I thought that was fake snow scattered around to decorate the little house. Just make sure the budgie doesn't fall into the loo:p
