Well yeah he PLANS to act wild-n-crazy, but that's part of his on-air personality. ALL reporters/DJs/media personalities have a "character" so to speak. And he does it because he is trying to have fun with his job, and get people to tune in the way all of us on here watched this video. I think he's doing a great job.

He suffers from Asperger Syndrome, which affects his speech volume and patterns. He is a really nice and genuine man, though, and he is very passionate about weather.
