ya, only ... his bottom arm doesn't stay straight in the power phase. Not much point in having arms like that, and just having them along as passengers.
When Tim paddles, his catch IS his 'power phase' and if you view him from the side the blade exits a lot sooner and quicker than most people, all the emphasis is on the front of the stroke. This is how he has always paddled, I have had my best sessions training with Tim and trying to paddle like he does with a lot of emphasis on the catch. It works!
yeah, no comment on leg interaction with the torso and arm movements? Hmmm. I guess we're just to dim to get that part.
