can't remember where I heard it from but I think it was made where people would fight using kung-fu and they would get so close to each other, within elbows length where a full drawn back punch couldn't be done without being efficient or practical and so a punch with little drawback and a lot of power would be the best option

The "One-inch Punch" is just a catch phrase coined by Bruce Lee, but it's only a demonstration of short distant power generation. As you can see in Bruce's demonstrations, he uses his whole body to execute the punch, which is correct. In the documentary video of the One-inch Punch demonstrated by the "ninja" from Mythbusters, he uses primarily his arm, therefore generating very little power.
