1st of all the games and the anime is different, 2nd he met some dragon type lady that taught draco meteor to dragon type pkmn (like in the game). 3rd think about the game when you reach the league or your near the last place, aren't the pkmn stronger and high level, so think about that in gibles case, 4th he was constantly training with gible almost every single episode after it was caught and 5th my opinion they also made him that strong already probably because of gliscors being away.. lol

they were confirmed as drago meteor, dig, dragon pulse and rock smash. rock smash isn't that easy to tell but in the pokemon ringer contest the dragonite used dragon pulse and looked the same as this one. i'm 100% sure those are the moves.
