Unfortunately with Spike Lee directing, you're never going to get un-biased truth. As a famous senator said months after the disaster: "when you dial 911 in New Orleans, the phone doesn't ring in Washington". The biggest failure of Katrina was Mayor Ray Nagin, but of course the film glosses over his incompetence.
