You will find that lazy police departments employ vigilantes to stalk and harassw 'trouble makers' ie activists and ethnic minorities. This happened in my own town, and my mother (Police Officer) has spoken with the PCSO's (NOT actual police officers) who were in this video. It was actually set up and the PCSO's (NOT real police officers) were aware of what was happening. Even so, I doubt anybody would steal an empty cardboard box from a flat.
