a third character has been confirmed, but i really doubt it'll be bass. Anything that would imply capcom making something they haven't done before is highly unlikely.

well, they reused a lot from MM8 and MMx4 ( for bass), nad they have not done that in 8-bit, so that's something else. They have, however, made roll a playable character in the past in the engine of 8bit megamans (in a japanese cellphone remake of mm1) so i believe it would be her. I wish it would be duo or bass just like everybody else, i just don't have too much faith on it.
