I could move in with a battalion of black soldiers from the US Army, and within a few months the place would look like a nice, suburban neighborhood. There might be a few shallow graves in the nearby landfills, but everything else would be squared away nicely.
I've lived in government housing, with blacks not only as my neighbors but as my superiors. We would never let things get this bad.
The issue isn't one of race, or money. It's discipline, and what people will (or won't) put up with.
