I like the idea of this tax (well.. assuming it's true that only $0.5 is paid for every $1000 and no more), but I must admit Bill Nighy isn't the sort of person you should use to campaign for it. He isn't very succinct i.e. he manages to only convey several points in a myriad of sentences when it could have easily been conveyed in a few. A lot of the time using fewer words is more powerful and striking. I do however agree with some of his points.
