Weird, on the version I played (ZX Spectrum), if there was an ending pipe then you had to end your pipe there as well as meet the required distance.
Then again, the Spectrum version didn't throw one-way pieces at you on level 3...

Ooooh. This does not look like an enjoyable game. You have to fly like the wind just to *clear* some levels.
