They are called pads. They add weight to the horse's feet in order to make him step higher and stretch further.

this is a show Tennessee Walker, these are show performance pads that they put on the horses hoofs to make them pick up their feet like that, the judge is looking for which horse in the ring streches their leg out and points their the toe the best. check it out and research a little, they are fun horses
