It learns at lv.59

piplup learns it at 43. evolve it to prinplup at 43 and then 44 to empoleon. although i favor stats over moves

Actually, both of them are like the same. Dialga's Attack and Defense is a lot more stronger. Palkia's Speed and Defense are a lot more stronger. So I think both of them have a tie in battle.
