You haven't made a map for Halo PC have you? The maps aren't small. They are set structures of detailed geometry, tags, and devices. They are indeed large.

What you are thinking is that the sky is massive, (which it is) but the maps are tiny. In size comparison, maybe. But in playable space, I think many of Halo 3's maps can sit over 16 players comfortably.

you have to set some tripmines to instant respawn and keep tossing them into a giant pile until they explode.
