it was indeed. A lot of military and government communications went through the Post Office tower, so it was (in a way only the British government could do) classed as an official secret. Quite possably one of the biggest and most publically viewable official secrets in England at the time
I thought they could've made it look as if it was intended only for public use. Then again, I did not grow up during cold war and I don't know how tense the atmosphere was like back then...
