It might depend on how you saw the TV series. If you enjoyed it as pure comedy, then the OVA might not be so good. If you enjoyed it as something more than that, you'll like the OVA.
Personally, I watched the series as a bit of a commentary on the social order at the time (thought I was 10 years too late to get the message :p). The OVA struck me speechless because of that.
Oh yes, the show is a commentary, and I enjoyed it as a comedy, hey it made me laugh. But I also enjoyed the levels the show had that I didn't expect: rich character development, solid plotting. The series is one of my favorites, so I would like to check out the OVA, now that it's out on a DVD Box set. Yeah.

Wow. A completely different opeing from the tv series. I heard some not-so-good things about the OVA. I can't for myself until i see it.
