How do you know they were not charged? This is a fairly recent case. Sometimes it takes time to charge someone. However in this case, they should be charged.

It's not 'you sexual harassed them', it's you sexually harassed them. This wasn't however 'harassment'. This was a physical act, thus creating it an assault. This means, it now becomes a 'sexual assault'. Even if this was a 'prank', the law is clearly defined as an assault, once it became physical. Sexual, you may have to prove intent.
