The guy is an idiot for 3 reasons:
1) He does not read Barney's dog body language. At 0:20 you can see Barney clearly retreats the second the reporter moves his hand forward.
2) He has scary shit in his other hand! Barney probably thought the guy was gonna whack him with those papers.
3) He didn't offer his hand below Barney's eye level. Especially with small dogs, it is important to get down onto their level and offer your hand down below their nose for them to sniff.

it's the reporter's own fault. He approached the dog way too fast . If you don;t watch a dog for signals and notice that he is obviously uncomfortable ... and then lunge at the dog to pet it while holding objects in the other hand , yes the dog will defend itself from what it perceives as an attack. Oiy .

The dog did not look happy to begin with--no tail wagging. And the guy should have put his hand below the dog's head first to allow Barney to take a sniff of the back of his hand...you don't just reach at a strange dog's head like that.

I dont know about Barney, if you watch the video closely you can see the handler pull the leash taught, like he knew Barney would attack the guy..I think if the handler was comfortable with barneys interaction with the reporter he would have let the leash loose the whole time..
