It's a mod. Google for "YAPS.exe" - put it into the GTA-SA main folder and start the game by doubleclick on "YAPS.exe". Then just hit the PgUp/PgDn-buttons to change the skin.

Only thing that sucks is that no one has mde an .exe that makes it so theres another car with Red/White sirens, because with the blue siren in there replacing the FBI car it kinda is gay, but I must say it is an extremly empressive job, 10/10, because the blue FBI siren thing is extremly hard to correct...
