Not really, he is the forth's son but the reason he has the rasengen is 'cus he had enough chakra to learn it. The 4th was a genius ninja and a popular leader - Naruto is unpredictable in battle and disarmingly honest in friendships. Same result, (great ninja, great leader) but for different reasons.

The crying toddler? It looks different because it is baised on a famous painting of a gypsy baby. Made it in to the slide show because it was the ONLY fanart I found of Naruto between the ages of 1-5 years old. (and its a great picture - pity YouTube messed up the quality)
