They were still lured in. That means that they were willing to commit terrorist acts. Yes, it's not the same as if they had hatched the plan on their own, but they are certainly more guilty than someone who was not lured in, so they are guilty of something. Maybe the legal code needs to be re-formed, and some items need to be re-phrased.
