It allowed the Republic to have a say in NI affairs, despite the fact that the Republic had consistently given political asylum to members of the Official/Provisional IRA (who were guilty of muder and other crimes) escaping British extradition. They made no attempt to remove this political asylum, therefore they had no right to become involved in the peace process.
