What Ayers did happened over 40 years ago when he was very young. He was passionate about his country, civil rights, & against slaughtering innocent people. He's done a lot for education, charities & the justice system. With that said, Chicago would be worse off without him.

The surge was to use 30,000 additional troops to bring peace (which it did) in order for the Iraqis to form their own government & legislation, & to secure their own country. However the Iraqis did not form their own government and it was the reason Obama wants a timeline for them to get their act together.
