The top bell is out to blazes. It sounds to me as if it is touching something. If the belfry hasn't been cleaned for a while then it might have a heap of pigeon poop obstructing it. Or the wire from which it is suspended has stretched and it is touching the wood beneath it.
One of the easiest and most effective things to play on tubular bells is "All Creatures of Our God and King".
that's a very nice way to play one of my favorites. i see that you are bell-ringer at an anglican church . i switched from evangelical baptist to Catholic about 4 years ago. it's important to remember that the true Christian Church had to exist ever since the Apostolic era. the evidence shows that neither the anglican nor baptist churches have been around long enough to qualify . it's time to join the true Christian church, or else !! Have a happy Lent and Easter.
