Catwoman has always been more of an anti-hero. A grey character. Not evil but not exactly good. She's only interested in herself. If she has something to gain from getting involved then she will. There was rumored reports of a specific scene from the film that were leaked which involves Bane, Catwoman, and Bruce Wayne which suggests that Catwoman is working with Bane. Catwoman has always been influenced by Batman so she'll probably be an ally by the end though.
