By your definition it would also be illegal to sell weapons systems and training to the UK, which of course is not illegal. The US government looked into the contract and deemed it legal. FURTHERMORE, Erik Prince is not part of the company conducting the training, but rather is a consultant by HIMSELF overseeing the training.
