The PC version of GTA IV contains a replay recorder. If you hit F2 in-game, it'll save the last 30-40 seconds of gameplay.

You can then go to the in-game replay editor (also PC only), and cut multiple replays together, changing replay speed, add music, text, and create camera angles.
