NASA wasn't against space tourism, they were against the continuation of MIR.
The US delayed it's Space Station Freedom for years to allow the Russians to contribute to the project. Then the Russians turn around and say they would rather use their efforts and resources to continue playing around with MIR.
I don't blame the US government at all for how they reacted.
