That's not life. Owing to Japan's national sovereignty, Japan has choice concerning whether to admit non-Japanese to Japan. Foreigners are 1.6% of Japan's population, but commit 6% of crimes, though mainly Korean and Chinese.

If Japan is more selective in giving work permits, crime committed by foreigners will decline. English education is one avenue for the foreign vector into safe Japan.
