I believe that with her strumming/right hand, that hand is very close /and sometimes lightly brushing against the strings, hence slightly brushing against the strings, on her downstroke, keeping the chords from fully ringing out.

g/b is like a power chord on the first strindg 2nd fret but bar your top finger
