you should have at least unlocked frank west. iv beaten it only 4 5 or 6 times with different chars i mostly just use my best char ryu till i get to yami then use whoever else i brought with me for the ending. but u shud have at least unlocked one person :O

You don't buy characters in the shop. only artwork and alternate costumes. You get new characters by beating Yami with a number of both Tatsunoko and Capcom characters. You should have unlocked at least one like flappykun2349 said.
