i dont agree with your reason for the blind man being there. I just think he is there to add a bit of character. Just like in the first pub scene where the camera pans round the faces of local characters like the ugly old guy with no teeth who appears to stare at carter for ordering a straight glass.
@innit27 You are possibly right - it was something I thought of on the spur of the moment. The blind man was a local character so possibly was already there when they turned up to film.
In the pub scene I suggested it was to reinforce the difference between Newcastle and London. The ugly guy clearly thought Carter a bit odd.

in the study of the film, by Steve Chibnal, he suggests the blind man is there to illustrate mainstream societys blindness to the going on of gangsters like jack and albert..
Cool video, i used to show films with my projector in that Sunday School building & did some Ghost Hunting in there also!
