On the more technical side, the voice actress recorded Ephemera's lines twice. Once with voice, once while whispering. They layered one track over the other to give her voice that ethereal feel.

In other words, it's supposed to sound like that. Cool, no?

Oh yeah yeah, ok. That's skankerzero's work. He was the lead character designer on BR2. He put that Queen Ferril model (slightly altered) into the videogame the main characters of Grandma's Boy test play. I think he put Dark Rayne in there too.
