It's because they don't understand why the beast is there. So they're confused and scared of him. So they assume that he is a horrible beast and can kill the villagers.

Kinda like if you see a mysterious object and you don;t understand what is it's purpose there. You're first reactions will be scared and confused.

In the original, the featherduster's name is Babette (voiced by in the original by Mary Kay Bergman). There is an indentical character in "Belle's Magical World" called Fifi (voiced by Kimmy Robertson). It's unknown whether they're supposed to be the same character or not. Interestingly, there is a character from the series "Sing Me a Story" voiced by Berman called Fifi.
