Actually, Nix's plan makes sense. The militia men seem to favor outfits that conceal their identities (hoodies, masks, etc.) It would be easy for Nix to pretend to be militia as long as she covers up. Nix wants to kill civilians while dressed as militia (she will be disguised!) and wait for Cole to "stop" her so he can look like the hero. Just clarifying for those who found the concept confusing at first like I did.
