Capcom USA changed the names around so that:

Dictator = M. Bison

Boxer = Balrog

Claw = Vega

because when Boxer was known as M. Bison they were afraid a certain other boxer with a similar name (Mike Tyson) would consider this copyright infringement

to avoid such infringement they switched the names around. though some people will still use their original names.
