Psychobilly is what the bands who play psychobilly decide. A lot of psychobilly bands play random fits of surf, that doesn't mean they're a bitchass surf band. Its all about the influence in the music. Every musician has their own influences on what they play, and sometimes they like to play slow songs. You should learn to appreciate music for its qualities rather than bitch about something not falling under a certain stereotype in a genre.
