When 3D Realms closed the game was at about 80% completion and when gearbox picked up the project it was literaly still being developed in the basements of the designers

Randy Pitchford has a personal history with Gearbox so he managed to get the project up again

This is why you will see the 3D Realms logo in the credits when the game comes

It's not cancled, it's just not a Duke Nukem game anymore. The new title is Extraction Point: Alien Shootout. All Duke references have been removed.
