I agree, however all elements of the law are broken every year: underage drinking in college; possession of a controlled substance; or any other forms of deliquent behavior. this doesn't resolve the real problem: violent carjackings & auto theft by real criminals career criminals (shattering windows or stealing hubcaps or ipods)
