The girl obviously had an attitude problem. When in the prison system, it's usually best to try to conform with what the officers tell you in the most respectful way possible.
The folded arms and flicking off of the shoe was disrespectful body language and the guard lost it. It doesn't justify how he handled it really but when you have a few too many criminals to deal with daily, it can cause you to snap.
