You can spend whatever you are comfortable with, on a budget you can get the basics for 150-200 if you shop around, hit sales, check on line, etc. Waxes can be the big killer, depending on your level, you don't need to blow your brains out on waxes... talk to your coaches... On the upper scale you can easily dump a grand, benches, digital iron, full range of waxes, files, guides and stones etc.
