I've never heard this before. The lyrics indicate that it's from a few years after the Twist, since you're urged to do the Jerk. I can see how this would be a dance floor hit since the words indicate what to do: form a circle, someone gets in the center, etc.
A Chubby Checker song which was popular in the USA, but which I haven't heard for about 45 years, is similar to this one in using nonsense lyrics: "Hooka Tooka".

I havent heard this since 3rd grade. We learned it in the 70s but I thought it was some tribal song, not Chubby Checker.
