I think that there's two options, it's either done by charging a battery by taking heat from the brakes or using the flywheel's motion.

What makes you say that? I don't get it.. Is it the forced budget cuts, the KERS, the reduction in aerodynamical parts, the slick tyres, or..??? IMO, it's a commendable effort to try to even things out a bit, as it makes for more interresting races.. That's what Ecclestone & Co. has been up to for the past couple of years of F1 rulemaking, and the championships have never been more exciting, all the way up to the last races.. Or did you think that was all McLarens and Hamiton's doing? :-)
