The top section of the deck is all queen of hearts. David Blaine offers cards from the top Queen section to the guy when he wants him to select a card, making sure he forces the Q o H. The rest of the deck is a mixture of cards so that when he throws them all on the floor there are some black cards and other red cards which those guys will see for a second. This enforces that the card wasn't forced.
