Well, I'm using iMovie '09 now, but: Double-click on the clip you want to speed up; that will open the Inspector. In the Inspector's "Clip" tab, you'll see a "Speed" slider. Just drag that left or right to speed up or slow down. You can reverse clips, too.
iMovie may first ask you to "convert" the clip before you can adjust speed. You'll see a button for that in place of the speed slider.
It's not all that hard. The trick is to use the help files, and play around in the menus. You'll discover helpful hidden features that make it easier to cut with precision. Contrary to popular belief, you can also lay down multiple audio tracks. Give it a try!
It's not hard. iMovie provides several tools for trimming a frame at a time from a selected clip. It would have been a lot easier in an app like Final Cut Pro, where I could lay down a marker for each beat of music that I wanted to cut to; but this worked out fine (with a little trial and error).

I just took the random clips that iMovie found on my hard drive and used them as a cutting exercise. Along the way, it kind of took on its own odd little theme and rhythm.
Give the new paradigm a chance. I did this test to prove that I could still use iMovie '08 to cut in time to the music, and I think it works pretty well here. It's not suited to long projects; but for quick/short stuff, it seems to work amazingly well.
I was able to adjust the audio levels of individual tracks, but there's no rubberbanding.
I was able to add multiple, overlapping tracks, even sound effects, and pin them to a specific frame.
Nice video; a viewer would never know that it came from a "dumbed down" application. '06 was okay, but even that was too difficult for my parents to figure out. Considering how easy I found '08 to be, it's the one I'm going to send to them for my dad's birthday.
Thanks! I think it's perfect for anyone who wants to make simple, uncomplicated videos. And for those of us who push, '08 can keep up better than I expected. I found that "skimming," together with '08's easy trim commands, makes it remarkably simple to cut to music. Yes, there are important features missing: but I take that as a sign that it's time to brush up my FCP skills. That's a much better way to cut "real" footage, anyway.
Go ahead and get your folks '08. They may actually use it! :-)
Which clips are you referring to? The "funny faces" clips were made with Boinx iStopMotion. iMovie '08 doesn't have any speed-up or slow-down features.
This did not teach me how to cut videos in IMovie 8 AT ALL.

I purchased and tried iMovie 08, I RAN back to iMovie 06, now iLife is good again.
