You're not the only one with this problem, i couldn't find him too.

A "fix" to this is to start a new game and complete all of bonnie's missions before you do the Marshall's first mission, then when you do his first mission you will be given a choice to either capture or kill Walton, make sure you kill him and then go back to Armadillo and the first Bounty will hopefully be Mo van Barr.

@vans4578 dude, same shit happened to me, I was at like 60% through the game, and all the new bountys where ? and no mo van barr, the only solution I had was to restart a new game (I know, it sucks) and first do all the bonnie missions, then go to amarillo and help the sheriff by killing that guy in his first mission (remember to kill him don't hogtie him) and the mess around until they put a wanted bounty in amarillo and that one should be Mo Van Barr and you better not let him escape
