its not that they were fakes, those ranking assassins didnt know that the association wasnt real. thats how she made money, by having ppl kill other ppl and take their money so she can get her hands on it by making u pay the rank battle entrance fee... she must have had it going on for a while cus she has alot of ppl caught up in it... im not sure if thats it but thats the best explanation i can think of...

1) They're all Sylvia's dupes.

2) There is a real Association, however Sylvia pretended to work for them to dupe others.

3) Random assassins.
