It seems to be safety precaution for when they are on emergency runs. I guess that if some vehicle slams into the ambulance, at high-speed, the EMT wearing helmets should come out of it better then if they weren't wearing helmets. Then again emergency vehicles seem to move so slow in Tokyo anyway. Hard to see how helmets could help much.
@drunkpolice you can never be to shore they could be going to a dmestic dispute and they could be hit on the head or if a building is burning they need to be safe because with out them the person or persons who are hurt cant be saved
I believe they are requesting the pedestrians to yield to them. It seems to be a policy in Japan for emergency vehicles to announce their intentions, before taking the right-a-way at an intersection.
It's not better here in Spain (Madrid). Public health care is known to be very good, but as long as it's "free", people abuse of it and waiting time is also desperating sometimes... unless you need an ER directly hehe.
